Moscow State University (MSU), which was expected to give its newly founded affiliate a head start, ensuring excellence in education and research. On February 11, 1988, the government adopted an official resolution to establish an affiliate of MSU in Ulyanovsk. This day is celebrated as the Foundation Day of Ulyanovsk State University.
USU started its activity with two facultiesFaculty of Mathematics and Faculty of Economics, which at the time only enrolled 200 students. The University was designed (design selected on the basic of national competition) reeping not only academics in view, equal weightage was prouided to research work and recreational facilities, along the suiyage River. In the first few years, the new set-up depended heavily on Moscow State University for guidance on educational, research work and administrative issues, etc. Within eight years, the University was granted autonomy by the President of the Russian Federation, Boris Yeltsin, on the 17th December 1995. By this time Ulyanovsk State University included the Faculty of medicine. The MSU scholars continue to work in close cooperation with USU researchers, serve as guest lectures and advisors to USU graduate students.
In 1985, the Russian government (former souiet union) adopted a resolution to establish the first University in the city of Ulyanovsk, which opened its doors to the pioneer batch of students in 1995. The Government acted on the request of the Ulyanovsk region, which hoped that the new academic institution would satisfy the growing demand for professionals in rapidly developing fields, such as General Medicine, Electronics & Telecommunications Engineering, Mathematics, Radio Astrophysics, and Information Technologies, etc. In the course of 1996, the regional administration established a special group to work out a concept of the new educational institution. The group was composed of members of the local government and scholars from several educational institutions of Ulyanovsk. Since the need for new employees was extremely urgent, the initial plans were soon adjusted to envision opening of the University in 1988. In addition, it was decided that the new University would be affiliate to a larger University from a major neighboring city like Gorky, Saratov or Kazan
Ulyanovsk, formerly Simbirsk, is a city on the Volga River in Russia, about 700km southeast of Moscow. Ulyanovsk airport is located at short distance away from the international student hostel and it takes a little over an hour to fly from Ulyanovsk to Moscow. The present population of the city is over 700 thousand people. The city is also well connected with Moscow by road and railway.
Ulyanovsk is the birthplace of Vladimir Lenin. The city changed its name from Simbirsk to Ulyanovsk in honor of the deceased Vladimir Ulyanovsk, better known as Lenin, the leader of the 1917 socialist revolution.
The first international students were enrolled in USU undergraduate study program in resently USU has more than 300 international students from 30 countries of the world.
Ulyanovsk is one of the fastest growing cities in Russia. It is a significant industrial city and home to large scale automobile and heavy aircraft enterprises.
Ulyanovsk is relatively warm from about mid of May to early September. The average summer temperature is +25 degree U C. Snow falls from late November till the end of February. The average winter temperature may vary from +10 to -10 degree C. It can drop as low as -20 some days in winter. Winters are normally windy and snowy with little daylight. In March the snow begins to melt.

The idea of creating a full-fledged medical institute originated in 1999. At that time the University had already opened the Faculty of Medicine, Faculty of Ecology and Physical Education & Rehabilitation. "The Institute of Health" is a unique structural association of scientists that emerged at USU with the establishment of the Institute of Medicine, Ecology and Physical Education. The Medical Institute is an association of biologists, physicians, surgeons, ecologists, psychologists, physiologists and specialists in thefield of physical education, etc
The Institute offers internship programs in 23 areas and residency training programs in 46 areas. Presently the University offers a 6-year course of General Medicine through English medium instruction, and students who come from Bangladesh, Columbia, India, Indonesia, Israel Jordan, Lebanon, Vietnam, Yemen, and other countries are allowed to do their internship program in any country of their choice. Scientists of the institute annually take part in Russian and international scientific forums held in the country and abroad.
