The authorization was made on the basis of the Chinese Ministry of Education approval for enrollment of foreign students for medical education in an undergraduate English medium course.
The Medical Council of India has officially declared the eligibility to study MBBS in China on their website in the year 2007-08. Initially, in order to be eligible for the medical undergraduate program medical aspirants were required to clear higher secondary level or its equivalent exam with at least minimum 50% aggregate in Physics, Chemistry and Biology. Apart from this, medical aspirants were also required to apply for an eligibility certificate from the Medical Council of India before leaving for China that would be a confirmation from the Ministry that the medical University is recognized. Although, initially for many years it was not required for medical aspirants to apply for eligibility certificate as the eligibility criterion was not mandatory.
Later on, from 2016 onwards, the eligibility criteria for enrollment of Indian students in Chinese medical universities was changed from minimum 50% to at least 60% by the Chinese government. The reason behind this was that many medical aspirants who were enrolled to study MBBS with extremely low scores were finding it way too difficult to deal with the medical studies and would never complete the syllabus during the course in the Country. Due to this, the Education department of the Chinese Ministry had to take some rigorous and important steps for improving the condition of the international student’s education by increasing the scores for the eligibility.
Apart from this, later on from 2017-18, the National Eligibility Cum Entrance Test (NEET) was started by the Medical Council of India for all the aspirants who wanted to study medicine after 12th. But however, many medical aspirants in some parts in India were not aware of this entrance examination because of which they were exempted to appear for NEET during that year. Hence, these medical students were permitted to pursue MBBS without qualifying NEET for that year. In the year 2018-19 NEET was mandatory for all the medical aspirants who wanted to study medicine Abroad. But however, in the year 2019, in the month of March, those medical aspirants were exempted by the MCI who did not qualify NEET-2018 but they wanted to secure admission for MBBS or other equivalent medical course in abroad until the NEET-2019 result was declared which was scheduled for 5th June 2019. These medical aspirants will have to register for MCI Eligibility Certificate before they secure a medical seat in the Universities in Abroad.
In 2019, the eligibility for studying MBBS in China for Indian students has been declared which states that the eligibility scores of NEET entrance will remain valid for at least a period of 3 years from the time of declaration of result. These aspirants will be permitted to study MBBS in China including language or pre-medical course followed either by MBBS or equivalent medical course.
This rule of 2019 of MCI eligibility has been considered as a huge sigh of relief for many medical aspirants who are already pursuing their medical studies in top best medical university in China for MBBS as well as to those who wants to pursue medical course in the future.

Few big cities like Beijing, Guangzhou, Shanghai, Sichuan, fees to study medicine is quite expensive as compared to other smaller cities. Similarly, the cost of living and standards also differ while pursuing education in China. Another major reason for such major difference in the fees of MBBS course in China is the medium of instruction being in English. The ministry of education in China, has authorized few medical universities to teach MBBS course in English. Only those medical universities which are not teaching in English can manage to take less fees but however they are not recognized by The Medical Council of India.

But from the year 2004, the ministry of education of China (MOE) and the Chinese government granted permission to few universities to provide this medical program course in English medium. Since ancient times, China has been quite famous for its traditional Chinese medicine and Chinese medicine all around the globe and hence due to this MBBS with English as a medium of instruction was never a priority of the Chinese medical universities.
But when in 2010-2011, many medical aspirants from all around the globe were migrating to China for pursuing their MBBS degree from the Chinese medical universities, so in order to welcome more international students, the ministry of education of China (MOE) gave authorization to some more medical universities to provide MBBS course in English medium. Later on, after that in China, in the year 2014-2015, the MOE provided authorization to 45 medical universities in China to provide MBBS course in English medium for international students.
In spite of that, there were few not so famous medical universities in China and some local agents in India brainwashed many medical aspirants to take admissions in bilingual courses and misguided them by convincing them that the medium of instruction would be in both English and Chinese for MBBS program wherein during the first year, the aspirants would pursue their course in Chinese being the medium of instruction and from the next year onwards they would study their course in English medium. The ratio of Indian medical aspirants choosing these bilingual universities were quite high as they take very less fees as compared to those universities which provide the complete course in English medium.
Moreover, from last few years, many Indian medical aspirants have been facing a lot of issue in the bilingual medium medical universities due to which they have raised several complains in the Indian embassy in China. Hence, because of these complains, the MOE publicly issued notice to the Indian embassy about the 45 listed medical universities which are only recognized and approved to provide MBBS course in English medium. Moving ahead, in China, MBBS is either in Chinese medium or English medium and Clinical Integrative Medicine is one more course which is provided in English medium which consist of Western medicine and Traditional Chinese medicine.
Therefore, now any Indian medical aspirant wants to pursue education in China in English medium, they will have to make sure that they take admissions in only these 45 listed medical universities in China ranging between 3 lakhs to 8 lakhs fees every year. Hence, if the medical aspirants take admissions in any other medical university in China apart from these 45 listed universities or are misguided by any local agent for an unauthorized university then they will not be permitted to appear for the NEXT Examination which is conducted by the Medical Council of India.

Even though all Medical University in China give authorization to various agencies in order to guide Indian medical aspirants to pursue their MBBS degree from China. But however, no one has a right or any kind of authorization to collect the university’s fees in the form of cash in India in their personal or any company’s account. This should also be verified by the medical aspirant and their parents who are planning to pursue MBBS in abroad and they should be aware of the fact that they should make the fees payment directly to the university in the form of cash or bank transfer and not to these agents who are only helping them to get admissions in China.
Moreover, most of the medical universities in China, will only accept their course fees in their Chinese bank account or either in the form of cash in the local currencies or by WeChat accounts. It is always advisable for the medical aspirants who are planning to
register in Chinese universities to carry US Dollars in cash which is equivalent to the university’s fees which will be stated in their admission letter while travelling. Also, medical aspirants and their parents should keep one most important thing in mind that they need to pay the fees to the university within 5 working days, after the student’s arrival in the preferred university.
Most of the times, it has been observed that in India some local agents are collecting tuition fees from the parents by showing them fake authorization letter issued by the university for them to collect it on behalf of the university but still do not pay the fees to the university. It is only after reaching the university aspirants get to know the truth and then they have to keep following up with their agents for fees payment. Usually, medical aspirants reaching China and the entire admission procedure almost take around 2 months to complete and during this two or more month’s duration, these local agents are making the use of the student’s money for their own benefit or personal profit, hence resulting in not paying the fees to the university on time.
Therefore, it has been condemned strongly and strictly by the CMEI (China MBBS Educational Institution) to all the medical aspirants and their parents not to pay the University’s fees to any local agent in India but only to the University wherein they have registered. In case any aspirant or their parents have a query regarding the fees payment directly to the University, then they can directly call on toll free number or send us an email regarding the same and we will definitely revert to you on this matter.
