Penza State University dates back to July 1943, when the Odessa Industrial Institute was transferred to Penza from the city that had been conquered by the Nazi army. Everything was ready to accommodate students by November 1st of that year. Here, 600 students, including 525 freshmen, began their studies. Sergey Berezko, the Institute's first Director, is credited with laying the groundwork for the educational institution's successful growth. The city and region sensed a huge need for specialists in industries in the 1940s, and the new educational institution was intended to meet that expanding demand. Originally known as the Penza Industrial Institute, the university was made up of three faculties: the Faculty of Mechanics and Technology, the Faculty of Precision Mechanics, and the Faculty of Thermal Engineering. Students could major in one of three areas: machine building technologies, machine tools, or
foundry engineering. Following that, the institution was renamed Penza Polytechnical Institute (1958) and expanded to include five faculties as well as specific divisions for part-time learning. The 1990s were pivotal years in the evolution of the university. New study subjects (humanities and life sciences) were introduced, resulting in the establishment of a classical university. The university was given its current name, Penza State University, in January 1998. Penza State University combined with V.G. Belinsky Penza State Pedagogical University in 2012, creating the region's largest higher education school. The universities' 2012 merger was mutually advantageous, allowing them to broaden the scope of academic programs, enhance funding for academic disciplines and priority research, establish new degree programs, and enroll more students.
